JP 23V2 Fan issue

Hey all my JP23V2 has recently started having wierd fan behavior.  On start it revs like crazy and then settles down.  Problem is it never did this before and currently its cool here and its only showing 63F as amp temp.  The fans shoudn't even be on.

  Fan comes on at all times. Regardless of outside temperature because they have to keep the amplifier cool. Outside temperatures don't keep the amplifier from running warm once it is playing.
